How much does custom software cost in Uganda?

A straight answer to a question most agencies dodge: what moves the price of a custom system in 2026, and how to buy one without getting burned.

Custom software in Uganda is quoted per project, not sold at a shelf price, because the cost depends on what the system actually has to do. A serious custom build starts in the low millions of shillings and rises with complexity, integrations and user load. As a working anchor: our web and software projects begin from UGX 1,000,000 and are then scoped upward, and every project runs on a 50 / 25 / 25 payment plan so you never pay the full amount before you see working software.

That is the honest short answer. Below is exactly what makes one system cost twice what another does, so you can read any quote you receive and know whether it is fair.

Why nobody can give you a fixed number upfront

A payroll tool for 5 staff and a multi-branch inventory platform with Mobile Money and a driver app are both "custom software", and they are not remotely the same job. Anyone who quotes a hard figure before understanding your workflow is either padding for safety or planning to cut corners later. What you should get instead is a scoped quote: we sit with your process, list every screen and rule, then price it. If you want the full picture of how these projects are built and staffed, our software development in Uganda page walks through the process end to end.

What actually drives the price

Six things move a custom software quote up or down. Understand these and you can predict roughly where your project sits before you even talk to a developer.

  • System type and complexity. A single-purpose tool is cheaper than a platform that ties sales, stock, staff and reporting together.
  • Number of users and roles. Software for one admin is simple. Software with cashiers, managers, owners and each seeing different things needs permission logic, which takes real work.
  • Integrations. Every outside system you connect to (accounting, SMS, a supplier feed, a bank) adds build and testing time.
  • Mobile Money. Wiring in MTN and Airtel collections or payouts, with reconciliation that survives failed and duplicated transactions, is one of the most underestimated cost lines in the country.
  • Mobile apps. A native Android app on top of a web system is a second product, not a setting. Add iOS and you have a third.
  • Reporting and dashboards. Live figures, exports and audit trails that owners actually trust take design work behind the scenes.

Cost factors by system type

Use this as a map, not a price list. It shows where a system sits on the complexity ladder and what pushes its cost within that band. Actual figures come from scoping your specific workflow.

What moves the price for common custom software types in Uganda (2026). All builds are custom-quoted from UGX 1,000,000 upward.
System typeComplexityWhat moves the cost
Internal tool (booking, records, simple CRM)EntryNumber of screens, one or two user roles, basic reports
POS / inventory / business managementMid to highBranches, stock rules, Mobile Money, staff roles, live dashboards
Marketplace or booking platform (SaaS)HighTwo-sided users, payments, commissions, notifications, scale
Fintech / wallet / paymentsHigh to very highMoney movement, reconciliation, security, multi-currency, audit trails

To make the second row concrete: a cloud POS and inventory system in Uganda is the type of build we know well, and its price is driven almost entirely by branch count, Mobile Money handling and how many staff roles need separate views.

Off-the-shelf subscription vs owning a custom build

Before you commission anything, ask whether a ready-made subscription tool already does the job. Sometimes it does, and paying UGX 50,000 a month for existing software beats building your own. The honest test is this: if a foreign SaaS product does not understand Ugandan Mobile Money, your branch structure or your reporting habits, you will bend your business to fit the tool, and you will keep paying every month forever with nothing to own.

A subscription is rent. A custom build is a purchase. Rent is cheaper this month and more expensive by year three, and at the end of it you still own nothing.

Custom costs more upfront and is worth it when the software is core to how you make money, when off-the-shelf tools force ugly workarounds, or when you want an asset you fully own. When you build with us, you own everything: the source code, the database, the accounts and the domain. There is no vendor who can switch you off or raise your rent.

The local reality that changes what you build

Most of your users are on mid-range Android phones over slow, metered data. That is not a footnote, it shapes the cost and the design. Software that assumes fast broadband and the latest iPhone will feel broken in a Kampala market or an up-country branch. Building for real conditions means lightweight screens, offline tolerance and Mobile Money as a first-class payment path, not an afterthought bolted on at the end. A build that ignores this is cheaper to quote and far more expensive to fix once staff refuse to use it.

How to buy it without overpaying

Insist on a written scope before you pay anything, so both sides know exactly what "done" means. Then use a staged plan. Ours is 50 / 25 / 25: 50% to start the build, 25% at the review milestone when you can see and test the working system, and 25% at completion when it is delivered and yours. You are never asked to pay for finished software sight unseen, and we are never asked to build for months with nothing agreed. If you also need a public-facing site alongside the system, the same fixed-quote logic applies, laid out in our website cost in Uganda guide.

As capability evidence, we run live builds across exactly these categories: a cloud POS and business-management platform, a travel booking SaaS, a commerce platform, and dual-currency wallets with Mobile Money at the core. That is the range a custom quote is drawn from, priced to what your workflow genuinely needs and no more.
